About the team:

The City Inspectorate branch is responsible for enforcement of the City’s standards and local laws, across building, community, public safety and environmental health compliance to protect safety and amenity for the City’s residents and visitors.

The Community Compliance business unit is responsible for:

  • Patrolling and enforcing parking laws in paid parking and timed parking areas, off-street regulated parking areas, designated disabled parking bays, and respond to and investigate complaints and breaches of parking regulations.
  • Reviewing and managing unpaid parking fines and related disputes.
  • Delivering animal management initiatives to residents including patrols and enforcement, impounding and off leash facilities, pet education, and complaints management, to ensure animals are appropriately cared for and managed in compliance with legislation.

About your new role:

The Coordinator Regulatory Compliance is a new role within the City, established to lead and manage the Compliance Ranger Unit. The City’s Compliance Rangers have been established to provide enhanced customer and regulatory outcomes within the compliance environment. The Coordinator Regulatory Compliance will provide operational oversight of the Compliance Ranger Unit to provide Animal Management, City Parking and City Laws compliance outcomes in a seamless and synchronised approach. Significant liaison will be required with both internal and external stakeholders in order to achieve the required end state whilst ensuring that other business areas operations are not disrupted.

A key requirement of the Coordinator Regulatory Compliance will be to provide execution focused project management for the ongoing expansion and development of the Compliance Ranger function. This will include the coordination and implementation of trials and proof of concept activities, stakeholder workshops and project reporting.
As a Coordinator within the City Inspectorate, the Coordinator Regulatory Compliance is considered a key leadership role within the Branch and will be expected to contribute to and deliver Branch level initiatives across the multiple areas.

Your responsibilities will include:

  • Lead and coordinate the Compliance Ranger Unit which proactively address a diverse range of compliance matters relative to State and City legislation, policies and standards.
  • Management of resources to ensure optimum service delivery.
  • Promote and deliver a culture of continuous learning, efficiency, and service innovation to ensure compliance, contemporary practice, and outcome-focused service delivery.
  • Coordinate and lead the continued enhancement and development of the Compliance Ranger Function. Conduct detailed project planning and trial functional concepts to achieve the future vision for the Compliance Ranger function.
  • Provision of specialised professional advice across a diverse range of technical regulatory matters.
  • Establish and maintain strong and collaborative working relationships within Council and external (community groups, businesses and associations) to increase awareness, voluntary compliance and continuous service improvement.
  • Preparation of annual capital and operational budgets, and management of all associated operational functions within budget parameters.
  • Management of all team Workplace Health and Safety matters and demonstrate exemplary leadership across the teams, including incident investigation, safety conversations and personal practice to ensure a safe workplace.

About you:

  • You are an experienced operational leader able to develop and support a high performing culture whilst providing development of staff.
  • Uphold the highest levels of honesty, integrity and values-based leadership within the context of a regulatory environment.
  • Demonstrated business acumen able to manage capital and operational budgets as well as navigating enterprise governance requirements.
  • You possess well-developed written and verbal communication skills, with particular emphasis in the areas of consultation, negotiation, conflict management and assertiveness, including the ability to prepare reports and correspondence with recommendations and deal with issues with confidentiality and tact.
  • You have the ability to quickly apply knowledge of relevant legislation and practices to promptly provide advice to officers on the proper course of action for individual matters.
  • You have proven ability to work within a team withdemonstrable experience in managing multiple tasks, with the ability to plan, organise and prioritise work to reach agreed successful outcomes.
  • You provide sound advice, options or recommendations and review systems and services to meet changing organisational needs.
  • Bachelor Degree in Business or Equivalent Knowledge and Experience
  • Certificate III in Local Government (Regulatory Services) (desirable) or Equivalent Knowledge and/or Experience
  • Certificate IV in Leadership and Management (desirable) or Equivalent Knowledge and/or Experience
  • Drivers Licence Class C Unrestricted
