Corporate Procurement Program Leader

Are you ready to shape transformational outcomes in procurement for a progressive, community-focused Council? We’re looking for an innovative and strategic Program Leader to champion procurement, strategic sourcing, and contract management—driving value, efficiency, and bold thinking.
In this pivotal leadership role, you’ll be at the helm of best practice procurement strategies, oversee dynamic stores operations, and embed strong contract management frameworks that align seamlessly with Council’s vision and operational priorities. As the go-to expert, your advice and expertise will help deliver smart, sustainable, and forward-looking procurement solutions that make a real difference.
Position Responsibilities include but not limited to:
- Lead Council’s Corporate Procurement Program with vision and purpose.
- Develop and implement the strategic goals, objectives, policies and priorities for the Program.
- Apply effective critical analysis and problem-solving techniques to assess and manage organisational risk and to ensure value for money outcomes and balanced organisational risks.
- Deliver innovative sourcing strategies that optimise performance and cost.
- Governance, Systems and Compliance Implement and promote best practice procurement systems and policies that uphold compliance, efficiency, and consistency across Council operations.
- Provide expert, evidence-based advice on high-risk procurement and contract management matters, ensuring alignment with Council’s strategic goals.
- Market Intelligence and Stakeholder Engagement Maintain contemporary knowledge of industry trends, engage with suppliers and stakeholders, and apply market insights to shape procurement strategies.
- Establish, monitor and manage key performance indicators and metrics at an operational and strategic level.
- Build strong cross-functional partnerships and represent Council in key forums.
- Mentor a high-performing team and embed continuous improvement culture.
- Ensure Council’s stores and warehousing functions are efficient, effective and appropriately service internal stakeholders and customers.
Key indicators for success:
- Relevant tertiary qualifications in procurement management, supply chain or a business-related discipline are essential, or equivalent experience within a similar role.
- Qualifications in leadership, project management and continuous improvement such as Lean/Six Sigma would be highly regarded.
- Membership of Chartered Institute of Procurement and Supply (CIPS) and CIPS qualifications, or a commitment to obtain CIPS qualifications is essential.
- Extensive experience in leading and managing an effective multi-disciplinary team at both a strategic and operational level.
- Proven ability to lead innovative procurement and contract strategies in complex organisations.
- Experience in procurement systems such as SAP or TechOne
- Highly developed conceptual, analytical and problem-solving skills in a specialist technical environment.
- Eligible to work in Australia full-time
- Ability to pass an employment-related background check/s and be assessed as suitable to be able to ethically perform the inherent requirements of this position
