The Department of Justice and Community Safety (the department) is seeking a Director, Contracts and Infrastructure, to provide a critical role within Contracts and Infrastructure.
About the Business Unit
The Contracts and Infrastructure Branch are responsible for contract management, commercial oversight and advisory services, as well as the effective management and maintenance of all Corrections Victoria (CV) infrastructure through collaboration with Procurement Services as the business unit responsible for aspects of the department's asset maintenance contracts, as well as responsibility for managing CV' asset maintenance governance framework. This includes:
- The management and oversight of major contracts including those for private prisons.
- Representing the Corrections Victoria's interests on infrastructure and construction projects to ensure the best possible outcome for stakeholders and commercial partners.
- The development and implementation of all required systems, processes and policies to sustain this diverse asset portfolio.
Commercial Contracts
Lead the Contracts and Infrastructure Branch, embedding principles of commerciality, value for money and performance in the Department's management of commercial partners. Promotes the establishment of accountability and a focus on generating excellent outcomes for the Victorian Government and the broader community through the management of major contracts.
Infrastructure
- Oversee the development of operational standards, user requirements and delivery expectations across major and minor infrastructure projects relating to Corrections Victoria. Retain accountability for ensuring that infrastructure delivery meets the identified needs of the Corrections Victoria, working with the Community Safety Building Authority to ensure the Victorian Government's investment in infrastructure realises the best operational outcomes, represents value for money and optimises the benefits of the investment. Retain responsibility for ensuring that operational, delivery and commissioning risks are appropriately managed by representing CV in various infrastructure-related governance forums. This includes robust engagement with Procurement Services as the business unit responsible for aspects of the contracts that address statutory and regulatory codes.
About the Role
Some of your duties will include:
- Lead and oversee the Contracts and Infrastructure Branch to ensure excellent performance of contracted services by contracted vendors and contribute to the outcomes purchased by the Victorian Government;
- Embed principles of accountability, commerciality and outcomes-focussed practice in areas of the Branch's work, including in all contracts managed by the branch;
- Represent the needs of Corrections and Justice Services in the delivery of minor and major capital works programs relating to the Group by DJCS, including ensuring that any investment by the Victorian Government in Corrections infrastructure represents good operational outcomes, value for money and captures the intended benefits of that investment;

About you
To be successful in this role, you will have:
- Demonstrated commitment to working with staff, prisoners, and other service providers in the delivery of an integrated, whole of Justice approach to reducing re-offending.
- Excellent capability in the major capital delivery programs, including in social infrastructure and operational sectors;
- Demonstrated experience in leading contract management teams with proven commercial acumen, accountability and a focus on service outcomes.
- Extensive management experience of large, complex and disparate teams, preferably in a government or commercial sector.
- A record of achievement in the development, implementation and ongoing management of commercial contracts, infrastructure strategies, commercial operational performance and governance frameworks.
- Highly developed relationship building and stakeholder management skills, with a track record in building and maintaining successful partnerships with a broad stakeholder including portfolio and central agencies and service providers.
- Experience in the development of capital and other business cases and success in gaining approval of bids for investment.
- A strong knowledge of the Justice sector and the role it plays in the delivery of Community Safety outcomes, preferably in the area of criminal justice administration (corrections).
Qualifications
- A relevant tertiary qualification, or equivalent experience, is highly desirable.
