As Senior Policy And Transformation Advisor, You Will
- Lead the identification and review of relevant policies, procedures, the Public Service Act and practices that may impact the adoption and efficiency of DoE's Human Capital Management Systems (HCMS).
- Review existing practices associated with policy, ensuring policy owners and writers are engaged to modernise and align policies with digital transformation goals. Review identified reliance on manual efforts to ensure adherence and remain focused on strategic transformation objectives
- Advocate for both functional and operational user experience in system design, ensuring process responsibilities are placed logically, so that work sits where it delivers the most value and efficiency for the Department as a whole.
- Support transformational change through identifying issues, recommending updates by providing advice, and opening pathways for automation and efficiency, challenging the status quo, coming from a place of what could be possible to enhance ways of working.
- Policy Influence & Updates: Identify and analyse strategic workforce policy issues and delegations, providing recommendations that enable transformation. Work with policy owners and writers to progress updates, rather than owning the drafting yourself.
- Stakeholder Engagement: Partner with Directors, SMEs, and operational staff to challenge assumptions, clarify compliance requirements, and highlight opportunities for modernisation.
- Advisory & Governance: Prepare recommendations, briefing notes, and position papers to support governance committees and senior decision makers. Understand WoG obligations and requirements to ensure Department adherence.
- Collaboration: Work closely with Project Managers, Business Analysts, and the Systems Integrator to ensure policy, process and practice decisions enable efficient system design, configuration, and adoption.
- Enablement: Help policy owners and operational leaders see possibilities for automation and streamlined processes, creating space for more meaningful work.
- Tool Discovery & Integration: Research and recommend options for complementary tools to support workforce processes (e.g. pre‑employment and qualification checks), coordinate demonstrations with functional owners, HCMS Analysts and PM's, support procurement, and ensure integration requirements are understood by HCMS, DoE functional and SI teams.
