Provide strategic procurement advice and support to Council, encompassing procurement policy, planning, category management, contract formation and related purchasing activities within a centre-led procurement framework
What you’ll be doing:
- Identify whole-of-business and category-level opportunities and work with business units to implement these initiatives, overseeing the development and execution of procurement strategies.
- Deliver strategic commercial advice to drive cost efficiencies and achieve sustainable procurement outcomes.
- Promote a culture of compliance, risk management and continuous improvement in procurement practices, leading by example and fostering best practice across the organisation.
- Serve as the organisation’s subject matter expert on procurement risk management, probity and compliance, providing guidance and assurance across all procurement activities.
- Collaborate with key stakeholders to deliver end-to-end procurement activities, including tendering, RFQs, reviewing exemptions, managing extensions and variations, reporting, training, compliance monitoring, analytics and general procurement support.
- Participate in tender evaluation panels as required, providing guidance to ensure adherence to compliance and probity requirements.
- Develop and manage sourcing strategies and contract performance for goods, services and works to ensure best value, minimise risk and deliver sustainable social, environmental and economic outcomes.
- Maintain and update Procurement Policy, procedures and processes to ensure they remain compliant with the Local Government Act 2020 and aligned with best practice. Take corrective action when anomalies are identified.
- Extensive experience in strategic procurement for services and works, including tendering and contract management, with a strong understanding of legislative and policy requirements.
- Proven ability to develop and implement procurement strategies for both direct and indirect categories, ideally within a complex service delivery environment.
- Strong analytical and problem-solving skills, with exceptional attention to detail and the ability to develop innovative solutions using sound judgment, research, negotiation, and teamwork.
- Demonstrated skills in engaging with stakeholders to resolve complex issues, manage conflict, and influence decision-making to achieve outcomes.
- Demonstrated ability to organise and accurately perform the tasks required in accordance with regulations, policy and procedure and in prescribed timeframes.
- Sound understanding of local government operations, including working knowledge of procurement frameworks, policies and associated processes.
- Strong understanding of financial management systems, tendering platforms and contract management databases; familiarity with TechnologyOne is highly regarded.
- Tertiary qualification in Procurement or a related discipline, or a lesser formal qualification combined with extensive relevant experience (minimum of 3 years) demonstrating strong procurement and purchasing knowledge.
