Primary objective
This position, depending on skills and experience will: provide high-level human resource advice or high-level industrial
relations advice. This could include assisting with or leading enterprise bargaining; conducting matters on behalf of the
Commissioner for Public Employment in the Fair Work Commission; providing high level consultancy and advisory services
on NTPS employee relations policy matters and manage sector-wide policy projects.
Context statement
The Office of the Commissioner for Public Employment working to the Commissioner for Public Employment who is the
statutory employer of all employees on behalf of the Territory or an Agency. It is a central agency with sector wide
responsibility for developing the NTPS employment framework and delivering industrial relations services.
Key duties and responsibilities
1. Provide high level employee relations or industrial relations advice or both to executive management, workforce
services, operational managers, employees and unions on the full range of employment matters.
2. Assist with/lead enterprise bargaining or other industrial relations activities.
3. Prepare reports and recommendations on complex conditions of employment and related matters.
4. Undertake research and analysis to identify relevant and emerging employment issues to inform and support sector wide
and agency specific needs to ensure the NTPS has a contemporary and sustainable employment framework.
5. Participate in complex sector wide employee relations and/or industrial relations projects, implementation and review
of employee relations legislation, policies and procedures.
6. Develop and maintain effective partnership with clients, human resource providers and other stakeholders to ensure
the successful delivery of business objectives.
Selection criteria
Essential
1. Significant experience in human resources and policy development, or enterprise bargaining and industrial relations
2. Well-developed conceptual, analytical and project management skills
3. High-level interpersonal, oral and written communication skills with the ability to maintain productive working
relationships.
4. Highly motivated with the proven ability to think and act strategically.
5. Demonstrated planning, problem solving and organisational skills, including the effective management of multiple
complex and high priority tasks to meet conflicting deadlines.
6. Ability to work effectively in a collaborative and agile team.
Desirable
1. Tertiary qualifications in employment law or an appropriate discipline.
2. Sound understanding of public sector processes and structures.
3. Comprehensive knowledge of the NTPS employment framework or equivalent.

Lead and manage complex enterprise agreement negotiations and industrial relations matters.
2. Advise on the development and maintenance of ER advisory standards or industrial and employment relations projects.
3. Provide expert advisory services to agency CEOs, workforce services, operational managers, employees and unions on
the full range of employment matters, including major sector-wide policy development and implementation, and change
management.
4. Inspire and manage teams and individual ER staff on a day-to-day basis including allocating work and projects, setting
priorities and overseeing performance.
