Description:
The Manager, Business Support leads the Business Support stream to effectively deliver a wide range of best practice business support services in the areas of planning and governance; procurement; financial and management accounting; human resources (HR); and general administrative support.The role provides a high level of support to the regional management team and other streams in delivering organisational reform outcomes and meeting strategic priorities. The role manages key business services that support the QAS in the delivery of quality, timely and appropriate pre-hospital care and transport services to the Queensland community within the region.
- Liaise with relevant operational managers and internal and external stakeholders to ensure adequate service delivery, with respect to finance, procurement, governance, planning and reporting.
- Maintain the integrity of all financial processes by ensuring that financial transactions comply with relevant legislative and policy requirements, including the QAS Financial Management Practice Manual and delegation manuals.
- Develop operational budgets for review and approval and provide accurate, meaningful and timely management accounting reports.
- Monitor and analyse various reports to identify adverse indicators and variances etc. and ensure the issues are investigated and corrective action taken where necessary.
- Prepare financial schedules as required and ensure accuracy of notes regarding the financial accounts.
- Ensure that all procurement activities, including contracts with external suppliers, support operational objectives and are timely, cost-effective and comply with relevant legislation, policies, procedures and delegation manuals.
- Develop and implement proactive governance processes and ensure continuous improvement of business processes, including the development and implementation of service improvement initiatives.
- Ensure that administrative staff are appropriately trained and appropriately allocated to ensure the provision of focused, high quality services to managers in support of operational objectives.
- Monitor information and communications technology (ICT) requirements and negotiate the provision of ICT equipment, services and support with suppliers, service providers and stakeholders. (This excludes operational ICT resources which are coordinated through the resource readiness stream.)
- Review and analyse Local Ambulance Committee (LAC) financial statements and budgets and oversee related approval processes.
- As a leader, actively demonstrate and promote the QAS's approach of zero tolerance towards violence and commit to supporting those affected by domestic and family violence in accordance with QAS policies and mechanisms. Model and influence a workplace culture of gender equality, respectful relationships, diversity, inclusion, employee safety and support.
- Fulfil the responsibilities of this role in accordance with Queensland Public Service and QAS values.
