About the Great Ocean Road Coast and Parks Authority

The Great Ocean Road Coast and Parks Authority is the dedicated Victorian Government entity entrusted with the care, protection and sustainable management of one of Australia’s most breathtaking and culturally significant coastal regions. Established under the Great Ocean Road and Environs Protection Act 2020, the Authority was created to address the complex and fragmented management of the coastline and ensure the long-term conservation of this iconic landscape.

By November 2025, the Authority will be responsible for managing more than 170,000 hectares of coastal reserves, National Parks, Marine Sanctuaries and foreshores stretching along 355 kilometres of stunning coastline. This includes high-profile sites such as the Twelve Apostles Visitor Experience Precinct and Cape Otway Lightstation, as well as local ports, community reserves and critical marine environments.

At the heart of its work is a commitment to protect the unique environmental, cultural, heritage and community values of the region. The Authority partners deeply with Traditional Owners, local communities and stakeholders to integrate cultural knowledge, ensure environmental stewardship, support sustainable visitation and build lasting benefits for regional economies and generations to come.

The Role

This Chief Executive Officer role represents a rare opportunity to lead a high-impact organisation at a pivotal time in its growth and development. Reporting to a committed and experienced Board, the CEO is responsible for setting the strategic direction, driving operational excellence and delivering on the Authority’s ambitious program of transformation. The CEO guides the Authority’s core functions, from environmental management and conservation projects, to tourism, cultural heritage, community partnerships, infrastructure, and revenue generation, ensuring that the Authority delivers positive outcomes for Country, community and economy.

The CEO leads a diverse and talented workforce, foster a positive and high-performing culture, and work collaboratively with the Board, government agencies, stakeholders and local communities. A key priority will be strengthening partnerships with Traditional Owners, ensuring cultural values, knowledge and self-determination are embedded in all aspects of planning and land management.

The CEO also represents the Authority publicly, championing its purpose, advocating for resources and support, and inspiring trust and confidence across the region and beyond.

Who We’re Looking For

The Board is seeking an outstanding executive who combines strategic insight, strong governance capability and a passion for protecting and enhancing this extraordinary part of Victoria.

You will be an accomplished leader of people and systems, with proven experience steering complex organisations through significant transformation and growth. You will demonstrate deep understanding of public sector governance, policy and stakeholder relationships, and bring the confidence and skill to work closely with Ministers, Traditional Owners and diverse communities.

Equally important is your commercial acumen, with a track record of driving sustainable funding models, overseeing major projects and managing operational risk. You will be a compelling communicator and ambassador, able to inspire trust, influence partners and engage meaningfully with local communities and stakeholders.

Most of all, you will share a genuine commitment to the Authority’s purpose, ensuring that the Great Ocean Road coast and parks continue to be protected, celebrated and enjoyed by current and future generations.
