Responsibilities

Community Recovery has lead responsibility for human and social recovery, supporting communities to be resilient and recover from natural disasters or traumatic events. The unit is responsible for the delivery of human and social recovery, emotional wellbeing and practical supports through a network of government and non-government partner agencies. You will also lead the delivery of extraordinary projects building resilience in Queensland communities, driving the achievement of strategic objectives and alignment with applicable state and federal governance arrangements.

Your Responsibilities

As a Director, you will:

  • Overseeing the design, delivery and evaluation of disaster recovery grants and financial assistance programs to ensure they meet community recovery objectives and providing strategic direction and oversight of their administration.
  • Ensuring robust financial controls and grant program policies, frameworks and processes are in place to prevent fraud and misuse of funds and to support efficient, transparent and equitable grant distribution.
  • Ensuring the timely and accurate processing of grant applications and payments, particularly during high-demand periods following disaster events, in line with approved grant program procedures and service standards.
  • Identifying and manage risks associated with grant administration, including fraud, non-compliance and reputational risks, and implementing appropriate controls and continuous improvement strategies.
  • Providing expert, authoritative and strategic advice to senior leadership on a range of human and social recovery matters, including the design, delivery and administration of disaster recovery grants and financial assistance programs.
  • Providing guidance and strategic advice to support organisational development, drive the organisation's transformational strategy roadmap, and foster a culture of innovation and continuous improvement in the delivery of grants and financial assistance programs and related business processes.
  • Establishing and delivering strategies to optimise business processes, enhance service delivery and mitigate risk for grant and financial assistance programs and associated corporate systems.
  • Accountable for the planning, intelligence and reporting function, delivering reliable and high-quality information and advice to support strategic decision-making before, during and after a disaster event or critical incident, including reporting on the performance and outcomes of grants and financial assistance programs.
  • Developing and delivering learning and development initiatives that support a skilled and capable workforce and are responsive to the complex requirements of the branch's diverse staff cohorts, with a particular focus on grant administration capability and compliance.
  • Driving the development and delivery of effective internal and external communication strategies, promoting brand awareness and enabling delivery of trusted, timely and accurate messaging across a diverse range of stakeholders, including communication about grant programs, eligibility and outcomes.
  • Engaging with a range of stakeholders including across all levels of government, non-government social services sector, and managing contracts and Memorandums of Understanding, particularly in relation to the delivery of disaster recovery grants and financial assistance programs.
  • Leading and managing projects that support community recovery resilience strategies, including the application of project management techniques, to improve the efficiency, transparency and effectiveness of grant and financial assistance programs.
  • Overseeing and preparing complex reports, correspondence, briefing notes and submissions for senior management, the Minister, Cabinet and other diverse audiences, including advice and evidence on grants program performance, risks and outcomes.
  • Providing guidance, coaching, ongoing assessment and feedback on performance to build strong grant administration capability and uphold probity requirements.
  • Proactively manage the work performance and personal conduct of your staff.
  • Other duties as directed and required
