The Finance, Facilities and Procurement team is responsible for providing expert procurement, contract management, and support to the Regions and Business areas. As a key member of the team, you will lead a range of procurement activities including end-to-end procurement activities across general goods and services (GGS) and building, construction, and maintenance (BCM) categories. Provide expert guidance on procurement and contract management, ensuring compliance with policies and governance. Prepare professional, concise documentation, manage medium to high-risk contracts, and resolve supplier performance issues. Collaborate with stakeholders, suppliers, and specialists to deliver exceptional outcomes. - As a member of a team, support the delivery of end-to-end procurement activities, including planning, invitation, evaluation, negotiation, contract award and management for general goods and services and building, construction and maintenance categories, collaborating with the facilities team.
- Provide procurement and contract management guidance, aligned to Queensland Government procurement policies, delegations and governance requirements.
- Review and prepare professional, well-structured and concise procurement documentation, providing clear instructions.
- Engage in successful negotiations. Consulting and engaging with legal, financial and other parties as required.
- Manage the development, review and execution of contractual documentation for more complex, medium to high-risk contracts.
- Work closely with suppliers to implement and successfully deliver performance management regimes. Meet with suppliers to monitor, recommend improvements band manage performance matters including resolving disputes and performance issues. Analyse supplier performance over the life of contracted services and formally document contract reviews.
- Manage and provide advice of key risks, including the development and management of action plans to manage the risk at a contract level for large complex contracts. This includes complex arrangements involving facilitating appropriate input from legal, technical and commercial specialists.
- Establish, develop and maintain effective internal and external relationships with stakeholders, delivery partners and external service suppliers, including implementing and managing contract performance and governance processes in line with contract terms and conditions.
- Review and interpret legislative requirements to ensure procurement and contract management policies and practices comply with the intent of the legislation, including any legislation(s) applicable for the BCM category.
- Develop and deliver presentations, briefing notes and other correspondence in relation to procurement and contract management.
- Influence the strategic vision and direction of the contract management function and support effective implementation across all areas of the business.
- Develop and manage the frameworks, processes and tools to support forward plans and effective decision-making and evaluations.
- Experience with end-to-end procurement, contract management/administration, and compliance supported by a sound understanding of the Queensland Procurement Policy (or similar).
- Knowledge of Queensland BCM legislation, standards and government processes will be highly regarded.
- Demonstrate an effective knowledge of supply base analysis, supplier evaluation and selection techniques.
- Demonstrate an effective understanding of negotiation dynamics and consistently utilises influencing behaviours.
- Ability to present confidently and effectively to peers, suppliers, and senior stakeholders.
- Exhibit a thorough understanding of public procurement integrity, ethical procedures, and set a leading example to ensure adherence to all codes of practice (e.g., ethics, integrity, health, and safety) across a team, maintaining consistency in application
- Knowledge of and experience in applying Queensland Procurement Policy (or similar) to sourcing and contract management.
