Your role within Social and Affordable Housing Growth will support the department to lead the delivery of housing outcomes in partnership with community housing, industry and development partners to increase overall supply. The work you will do helps someone every day, and that means the world to us.As the Director of the Housing Development Contract Management team, you will provide strategic leadership to a diverse team responsible for contract and project management of social and affordable homes funded by the Department and delivered in partnership with the community housing sector and other partners.
You will be accountable for applying consistent and comprehensive contract management through a variety of contractual arrangements and frameworks to ensure effective management and delivery of our capital grant program, contributing towards the delivery of the Queensland Government's commitment of 53,500 new social homes by 2044.
What You Will Be Doing
- Provide strategic leadership and direction to project teams managing various Housing Development project contracts and in undertaking contract administration activities, focusing on corporate governance, risk management, and day-to-day issue management. Ensure the delivery of quality products and services in accordance with agreed standards.
- Lead and oversee adherence to contract governance frameworks, contract administration policies and procedures for all construction, turn-key and service contracts administered by Housing Development, ensuring they are implemented effectively and efficiently.
- Provide high-level expert contract advice across the contract lifecycle— from strategic sourcing, planning, contract set up, administration and close out—on contracts administered by Housing Development.
- Mentor and review advice from Contract Management team responsible for contract administration. Ensure advice is clear, well-reasoned, independent, contractually sound, and consistent. Lead training and development programs for staff, including mentoring, peer group reviews, and workshops.
- Manage a hybrid workforce of employees, contractors, and technical advisors.
- Provide financial, contractual and policy advice to department delegates, stakeholder agencies, external partners, and other government agencies related to delivery of social and affordable housing.
- Identify and foster working relationships with community housing providers, developers, builders, financiers and institutional investors, to build participation and inform ongoing design and delivery in the context of policy and market priorities.
- Maintain and contemporise contractual agreements, contract management framework, and contract compliance requirements to support the objectives of Government.
- Develop networks to facilitate delivery of planned project and program outcomes in accordance with timeframes and budgets; and deliver solutions that add value and manage risks.
- Effectively interpret and apply legislative principles and requirements (in partnership with department legal advisors) to inform program development, contract management and compliance; through the application of the Housing Act 2003.
- Represent the department in complex and sensitive negotiations, consultations and forums to support and promote the delivery of social and affordable housing.
- Contribute to developing solutions that satisfy the State's economic and financial objectives and protect the State's interests.
There are no mandatory qualifications needed for this role, however, experience in a relevant field such as contract management and administration, finance, economics or law are highly regarded.
