As Chief Human Resources Officer, you will lead the department’s human resources strategy and services at scale. This is a pivotal executive role responsible for shaping culture, strengthening capability and ensuring workforce decisions are informed by data, insight and strategic intent.The Department of Local Government, Water and Volunteers (DLGWV) plays a critical role in supporting Queensland's communities, councils and water resources. With more than 800 employees across Brisbane and regional locations, the department works at the centre of government and community to enable economic growth and liveability across the state.
As Queensland faces increasing population growth and infrastructure pressure, the department is strengthening its focus on strategic planning, reform and partnership based delivery to support sustainable development across the state.
As Chief Human Resources Officer, you will lead the department's human resources strategy and services at scale. This is a pivotal executive role responsible for shaping culture, strengthening capability and ensuring workforce decisions are informed by data, insight and strategic intent.
Reporting to the Deputy Director-General, Corporate Services, the Chief Human Resources Officer leads a team of more than 25 HR professionals delivering end to end people services.

This role requires confident executive leadership, strong stakeholder engagement and the ability to guide change across a complex public sector environment. The role also represents DLGWV in high level forums, including with unions and central agencies.
About You
You will be an accomplished senior executive with experience leading a contemporary human resources function in a large and complex organisation.
- Strategic people leader with experience operating at senior executive level in complex organisations.
- Skilled in building culture, guiding organisational change and leading multidisciplinary teams.
- Confident advising executives on complex workforce, ER/IR and organisational development matters.
- Collaborative communicator who builds trust, influences outcomes and navigates sensitive issues.
- Strong systems thinker who uses workforce insights and analytics to inform decisions.
- Commitment to diversity, inclusion, cultural capability and safe, respectful workplaces.
- Comfortable operating at the senior executive level, balancing strategic leadership with operational oversight, and empowering your team to deliver high quality services across the organisation.
